Fees Policy

Fees depend on whether you are making a commercial transaction or a personal transaction. A commercial transaction involves buying and selling goods or services, and payments received when you “request money” using PayPal. A personal transaction involves sending payments (initiated from the “Personal” tab of the “Send Money” flow) to and receiving payments from friends and family.

A domestic transaction is a transaction where both the sender and receiver register with PayPal with the same country of residence. A cross-border transaction occurs when the sender or receiver are registered with different countries of residence.

The fees set out below are for Personal Transactions applicable to customers of PayPal Private Limited. Fees for customers registered with other PayPal companies are set forth in the respective fees policy. 

Personal Transactions

The amount of the fee for any personal transaction will be shown at the time of payment. This fee can be paid by either the sender or the recipient. The sender generally decides who pays this fee at the time the sender makes the payment. In some cases the sender will not be able to decide, and the sender or the recipient will be required to pay the fee. If you send a personal transaction from a third party (non PayPal) website or application, then the third party will determine if the sender or recipient of the personal transaction will pay the fee. This will be disclosed to you by the third party. Fees vary by country so when reviewing the fees table make sure it shows your country.

In some circumstances, personal transaction may not be available. In such cases, all payments must be Commercial Transactions. Please also note that:

  1. You cannot send money for a personal transaction from some countries including Germany, China or Brazil;
  2. India registered accounts may neither send nor receive personal transaction payments. This means that you cannot send personal transaction payments to India registered accounts and any payments sent to or received from persons residing in India must be for the purchase of goods and services.

Cross border Personal Payments to European Countries

To determine the fee for a cross-border Personal Payment sent to a user in a European country please follow these steps:

  1. Locate the recipient’s country in the table below (in the first column from left).
  2. Determine the region of the sender’s country (second column).

Additional Fees

Currency Conversion Processing Fee

If your transaction involves a currency conversion, it will be completed at a foreign exchange rate determined by a financial institution, which is adjusted regularly based on market conditions. The exchange rate is adjusted regularly and may be applied immediately and without notice to you. This exchange rate includes a processing fee expressed as a certain percentage above the exchange rate at which PayPal obtains foreign currency.

For a payment sent from a Norway registered User to a User registered in Hong Kong or China (only where such Currency Conversion Processing Fee is payable by the Norway registered User), 5% above the exchange rate.

For Currency Conversion that occurs when sending a personal or a commercial transaction in the following countries: Albania, Andorra, Bosnia and Herzegovina, Croatia, Iceland, Norway, Russia, Turkey and Ukraine:

Between 3.0% and 4.0% added to the exchange rate depending on the currency into which the amount is converted, as listed in the table below.

The currency conversion fee shall be: 3.5% added to the exchange rate.

For all other transactions involving a currency conversion, 2.5% above the exchange rate.

When a currency conversion is required, PayPal engages a licensed bank to perform the currency conversion. The exchange rate is determined by the bank and disclosed to you at the time of a transaction. PayPal adds this Fee to the exchange rate. 

 The specific exchange rate that applies to your multiple currency transaction will be displayed at the time of the transaction.

Withdrawing Your Funds There is no fee to withdraw funds from your PayPal account to a U.S. bank account. If you withdraw funds to a non-U.S. bank account, the applicable fees are listed in the Withdrawal Fees table. If you are a non-U.S. user, in certain countries where PayPal does not offer direct withdrawal to a local bank account, you may withdraw funds from your PayPal account by having PayPal mail you a check. A fee will be charged for these withdrawals; the amount of the fee varies by country. Please see the Withdrawal Fees table for more details. In certain countries, you may also withdraw funds from your PayPal account directly to your credit or debit card account the amount withdrawn will be shown as a credit on your statement, you will be assessed a fee per withdrawal; the amount of the fee varies by country (an “Original Credit”). Please see the Original Credit Withdrawal Fees table for more details.

Chargeback Fee

To cover the cost of processing chargebacks, PayPal assesses a Chargeback Fee to sellers for credit and debit card payment chargebacks. (A chargeback occurs when a buyer rejects or reverses a charge on his or her credit card through the credit card issuer).

Credit Card and Debit Card Confirmation Fee

In some instances, PayPal may require you to verify control of your credit card or debit card. In order to do so, PayPal makes a charge to your credit card, or debit card and then requires to you verify the code associated with the charge.

Bank Return Fee on Withdrawal

This amount is charged when a withdrawal is attempted by a User and it fails because incorrect bank account information or delivery information is provided.

PayPal may assess a fee in the event a transaction is returned by the financial institution. The fee varies by country and is approximately the equivalent of $10.00 USD. Please see the table setting forth the fees for your country.

Commercial Transaction Refund Fee for the Following Countries: Albania, Andorra, Bosnia and Herzegovina, Croatia, Iceland, Norway, Russia and Turkey.

If you refund a Commercial Transaction payment, we will retain the Fixed Fee portion of the Commercial Transaction Fee.
The buyer’s Account will be credited with the full Commercial Transaction payment amount.

Your Account will be charged with the amount initially credited to your Account in connection with the Commercial Transaction payment and the Fixed Fee portion of the Commercial Transaction Fee.

This rate will apply to all commercial payments received into your PayPal account.

Micropayments for Digital Goods

If you apply and qualify for Micropayments for Digital Goods, then for transactions involving only Digital Goods, you agree to pay either (i) the standard fees for commercial transactions as set out above, or (ii) the following fees, whichever rate results in a lower amount being charged to you for the transaction. To qualify for Micropayments for Digital Goods, you must submit an application, be approved by us, agree to additional terms and conditions set forth in Section I(i) of our Payments Policy, and have an account in good standing.

  1. Domestic Micropayments for Digital Goods Fees. The following fees apply when the sender and recipient are both registered with PayPal with the same country of residence, and the payment is in the local currency (where available):

    Note: Cross Border Euro or Swedish Krona payments made between Accounts registered in the European Union or European Economic Area will be treated as Domestic Personal Transaction payments for the purpose of applying Fees. 

    * Your financial institution may charge fees directly to the card you use to fund a payment even where no currency conversion is involved.

Bank and Credit Card Fees

Your bank, credit or debit card company may charge you fees for sending or receiving funds through PayPal. For example, you may be charged currency conversion fees, international transactions fees, or other fees even when your transaction is domestic, and does not require a currency conversion. PayPal is not liable for any fees charged to you by your bank, credit or debit card company, or other financial institution based on your usage of PayPal. If you are in Israel, your bank account may be charged immediately for a PayPal transaction that is funded with a credit card.
 

Monthly Account Statements

A full transaction history is available free to all accounts by logging in to the History page in your account on the PayPal Website. Additional summaries of monthly transaction volume, including payments received, payments sent, fees paid, etc. are available to Business and Premier accounts. These Monthly Account summaries are an opt-in fee-based service (the fee is currently waived).
